The City acquired the local electrical distribution system in 1942 and purchases electricity wholesale from the Sho-Me Power Cooperative to service the 3,422 local residential, commercial and industrial users. A major expansion upgraded the system with a new 4,000 foot circuit crossing I-44 to provide better supply to the Airport Industrial Park and an additional system upgrade to better provide electricity to the Missouri Baptist Hospital of Sullivan.

The City of Sullivan provides water to more than 2,732 customers from an integrated water system with eight producing wells with a maximum pumping capacity of two million gallons per day with storage provided by one 500,000 gallon and three 250,000-gallon elevated water towers. A new well was drilled in the summer of 1996. The City's water supply requires no pretreament and water rates are less than half the state's average. Likewise, the City provides sewage collection and treatment utilizing a three-cell aerated lagoon system constructed in 1987. The City currently provides sewer service to 2,476 customers including portions of the Village of Oak Grove. A grant was awarded in 1996 to sewer 92 homes and areas for future development. The system is designed to accommodate a population equivalent of 12,000 people with a daily flow of 1.25 million gallons.

Natural Gas was installed in 1992 and 1993 and is provided by Missouri Natural Gas.
