Message from the Committee

Welcome. The Community Cultural Grant Program was established in 1997 by the City of Sullivan to assist in the funding of projects that will culturally or technologically impact, in a positive way, the residents of the Sullivan area.

The Mayor appointed, and the Board of Aldermen approved, a committee of citizens to evaluate the benefit of proposed projects and award grants based upon this evaluation.

This program is designed to provide funding for those approved projects with maximum pay out equal to one-half the cost of the project. The funds appropriated area a percentage of the total communications tax that the City receives from various companies doing business in Sullivan.

Please complete the attached application form and include a detailed, typed project description. This project description should include detailed aspects of the project including its design, management, community impact and budget. While writing your plan please pay special attention to the criteria listed. This criterion is how the committee bases decisions on the possible funding of individual requests.

Please note that not all items listed as criteria will apply to all projects. We hope that your experience with the application and the program is a pleasant one.

What is the Grant Program?
It is money allocated by the City of Sullivan for the purpose of enriching the cultural, technological, and fine arts opportunities for our community.

Who can apply?
For Eligible applicants and projects please view the city code in pdf format

How much money can you ask for?
Grant funds may not exceed one-half of the project's cost. For example: If you request $1,500, your project must cost $3,000 or more. Your match could be any combination of in-kind and cash totaling $1,500 or more

If you are awarded a grant, you must:
  • confirm project plans
  • sign a contract detailing the use of the grant funds
  • within 30 days after completion of the project give a report of finances, and a report of events as to how the community benefitted.

How are applications evaluated?
A system will be used to evaluate applications based on project design, management, budget, community impact, and an interview with the Community Cultural Committee.

Grant Review Criteria
Reviewers will use this criteria to evaluate your application, if applicable.

Project Design
  • The project provides opportunities not otherwise available and will provide significant and unique benefits to those it serves.
  • The "who, what, when, where, and how long" of activities are clear and reasonable.
  • There is adequate post-project evaluation. Project Management
  • The information provided indicates that the people who will run the project have the expertise and resources to accomplish activities.
  • Suitable personnel, staff or volunteer time have been committed to the project and job responsibilities are clear.
  • If activities will take place at a site not owned, operated or rented by the applicant, permission to use the site is documented.
  • The application package is complete (including attachments), clear and accurate.

Community Impact
  • Appropriate community members are part of project planning and evaluation.
  • There are cash and in-kind donations which indicate community support to the project.
  • The project is physically and economically accessible.
  • What effect will funding this project have on the community.

Project Budget
  • The budget is complete, balanced, and accurate.
  • The grant request does not exceed onehalf the project's cost and matching funds are adequate.
  • The budget appears to be adequate and not inflated while demonstrating a correlation between budget figures and activities described elsewhere in the application.

Interview
The Community Cultural Grant Committee will conduct an interview with the organization's representative. The interview will allow the Committee to gain a better understanding of the project and allow the organization the opportunity to clarify any vague points.

Filing instructions
Do not put your application in a binder. Paper clip the application and attachments in the upper left corner. Keep a file copy and submit 1 original to:

Authority
Authority is granted by Chapter 130, Sullivan, Missouri City Code adopted by Ordinance 25754 on June 1, 1999 and amended by Ordinance 2905 (January 6, 2004). This chapter defines the program and the committee under which the grant application process is being offered.

Review Process
After the application deadline, the Community Cultural Committee will meet to review the applications and conduct the interviews. After careful consideration, the Committee will forward a recommendation to the Sullivan Board of Aldermen who will make the final decision to grant funding. After a decision by the Board of Aldermen , the Committee will notify the applicant. The applicant will be expected to sign an agreement prior to the release of funds.
